Within the our clients domain, we are looking for a Senior Program Manager
These programs cover:
• Mobile applications
• Cloud-native platforms on Microsoft Azure
• Web interfaces
• Integration with legacy railway systems
The role combines program management, agile coaching and orchestration.
A core expectation is to actively drive delivery flow, identify where time and energy are lost during delivery,
and intervene to restore predictability and value.
This is a hands-on delivery leadership role, not a purely coordinating or reporting position.
Mission
• Ensure predictable, high-quality delivery of our clients programs.
• Translate strategic objectives into clear, executable roadmaps.
• Actively chase flow, dependencies and decisions to avoid delivery slowdowns.
• Strengthen alignment between business, IT and partners through disciplined governance and
agile practices.
Key Responsibilities
1. Program & Delivery Leadership
• Lead end-to-end delivery of the clients programs, covering multiple
teams, vendors and technologies.
• Own delivery commitments in terms of scope, timelines, budget and outcomes.
• Translate executive ambitions into actionable delivery plans and milestones.
2. Flow Optimization & Execution Control
• Continuously analyse delivery flow to identify bottlenecks, delays and inefficiencies.
• Actively follow up on people, dependencies and decisions to keep delivery moving.
• Reduce delivery friction caused by unclear ownership, excessive handovers or
overloaded teams.
• Improve predictability through clear prioritization and delivery cadence.3. Agile & Release Orchestration
• Act as a program-level agile coach, ensuring consistent agile practices across teams.
• Coordinate cross-team dependencies in our clients–like setup.
• Facilitate synchronization moments such as planning, reviews and cross-team
alignment sessions.
• Promote a culture of accountability, transparency and continuous improvement.
4. Governance & Stakeholder Alignment
• Act as the bridge between strategic governance and operational delivery.
• Prepare and support steering committees and senior management, including decision
notes, options and delivery impact assessments.
• Ensure governance structures enable delivery rather than slow it down.

Practical Information
• Remote work possible up to 3 days per week, depending on business needs.
• Onsite presence required minimum 2 days per week.
Conformity Criteria
The candidate must comply with all of the following:
• Holds a Master’s degree or Executive Master, or equivalent senior professional experience.
• Minimum 10 years of experience in program, project or portfolio management in complex IT or
digital environments.
• Proven experience leading transformation and change initiatives, beyond pure project execution.
• Proven experience working with executive or C-level stakeholders.
• Experience managing multi-team or multi-project programs with cross-functional dependencies.
• Demonstrated experience in Agile, scaled Agile or hybrid delivery environments.
• Professional proficiency in English, French and Dutch.
• Ability to work minimum 2 days onsite per week.
Evaluation CriteriaCandidates meeting the conformity criteria will be evaluated on:
• End-to-end ownership of complex programs from business case.
• Ability to identify and resolve delivery bottlenecks and dependency issues.
• Maturity in agile-at-scale or clients–like orchestration.
• Stakeholder alignment skills in complex, regulated or legacy-heavy environments.
